Ans. While availing LTC, Government servants can encash 10 days EL at a time subject tomaximum of 60 days during entire service.

Ans. No, as per para 3(viii) of MOF, Dept. of Exp. OM No. 19024/1/E-IV/2005 dt. 24.3.06 wherever officer seeks to utilize the service of travel agents, it should be limited to M/s Balmer Lawrie & Com. and M/s Ashoka Tours & Travels.

APEX COURT ORDERS FOR COMPENSATION ON CG EMPLOYEE’S WIFE’S DEATH IN CGHS HOSPITAL



The Union government has been ordered by the country’s apex consumer panel to pay Rs 5 lakh as compensation to one of his employees, whose wife had died of excess bleeding in a CGHS hospital soon after giving birth to a child through cesarean section over 13 years ago.

The National Consumer Disputes Redressal Commission (NCDRC) ordered the government to pay the compensation, as the woman died of excess bleeding after surgery with no blood available in blood bank of the Central Government Health Scheme (CGHS) maternity hospital.

Leave Rules- Frequently Asked Questions(FAQ)


51.  What is the position in case if no casual leave on account for debiting to late attendance? If the leave sanctioning authority does not want to condone the delay, what action can be taken?

Ø  If an official who has no casual leave to his credit comes late without sufficient justification and the administrative authority is not prepared to condone the late coming, he may inform the official that he will be treated as on unauthorized absence for the day on which he came late and leave it to the official himself either to face unauthorized absence or to apply for earned leave or any kind of leave due and admissible for the entire day, the same may be sanctioned. This is the order of the Ministry of Home Affairsdt. 05.03.82. As such Question of Dies non will not arise in such cases.

52.  How many days an official can avail Earned leave at a stretch?

Ø  Since 12.10.1990, it has been increased to 180 days.

53.  Whether the Fitness certificate should be obtained from the same doctor who certified the illness?

Ø  Not necessary. The rules do not envisage that the fitness certificate should be given by the same doctor who gave the medical certificate. 

54.  If an official is directed for 'Second Medical Opinion' to D.M.O, whether he is entitled to claim TA/DA or not? It is not paid anywhere. Why?

Ø  As per Rules, any employee who has been asked to proceed to some other station for second medical opinion, he should be granted T.A. for the journey period and D.A for a maximum period of two days calculated as on tour. This facility is allowed only in cases of Second medical opinion for grant of original leave and not for extension of leave.

55.  An employee is having just five years of service for his superannuation. He applied for EL which has been rejected. Is it correct?

Ø  As per DOPT orders dt 29.09.86, Earned leave should not ordinarily be denied to any employee, especially in the last ten years of his career.

● ORGANIZATIONAL RESTRUCTURING
D.G. Posts No. :  23-1/2012-PE – II, Dated: May, 2012

                 With the approval of the Secretary a Committee for Organizational Restructuring in the Department of Posts has been constituted under the Chairmanship of Shri Ashutosh Tripathi, CPMG, Madhya Pradesh Circle.  The Terms of Reference of the Committee are:
a)    To revisit the norms for creation of new Postal Divisions and Regions as well as upgradation of Class II Division into Class I Divisions;
b)    To study the feasibility of organizational restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment;
c)      Review of norms for upgradation of Post offices;
d)   To study the feasibility of strengthening / creation of Postal Assistants /Sorting Assistants Posts in view of the increased need of Systems Administrators;
e)   Any other relevant issue as may be assigned by the Competent Authority later.
 2.         The Committee is at present examining the feasibility of Organizational Restructuring of field formations (Circle and below) keeping in view the emerging needs for India Post in the new socio-economic environment as well as induction of technology in the Department.  While deliberating on this, the Committee has decided to obtain valuable inputs from the concerned stakeholders.

India Post recorded deficit of Rs 5,794 crores during 2011-2012

Mirroring signs of revival, the Department of Posts (DoP) has registered the highest decline in deficit in more than 10 years at Rs 550.73 crore in 2011-12 on the back of increase in revenues, mainly from financial services. 
            Total revenues of the department in 2011-12 rose by 13.62 per cent to Rs 7,910.51 crore while expenditure stood at Rs 13,705.4 crore, leaving a deficit of Rs 5,794.89 crore.
            In the previous fiscal, DoP had revenues of Rs  6,962.33 crore and expenditure of Rs 13,307.95 crore, reflecting a gap of Rs 6,345.62 crore.
            DoP's deficit had jumped over 80 per cent to 6,641.30 crore in 2009-10 from 3,593.09 crore in 2008-09 due to implementation of the Sixth Pay Commission's recommendations.

The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones. 

NEW DELHI: The postal department has entered into a partnership with state-run telecom company BSNL to provide money order service using mobile phones. 

"The Department has signed an agreement with BSNL for providing money remittance through mobile phones," Department of Posts (DoP) said in an official statement today. 

As per the pact, BSNL has been provided with the requirements of DoP for development of the software. 

A DoP spokesperson said the software development is going on and rollout of the pilot is expected in August-September 2012. 

Initially, a pilot of the service will run for a period of 6 months in Punjab, Bihar, Delhi and Kerala Circles, the statement said. 

As per the spokesperson, DoP will give commission to BSNL for each remittance made and the commission will vary on the amount transferred. 

Under this facility, receiver of the money will get SMS for transaction and initially get cash at the nearest authorised post office by showing the message, the spokesperson said.
